About the Company

Third Millennium Management is an innovation-focused company that develops advanced technology and digital solutions to streamline workforce management and operational performance. The company specialises in payroll automation, award compliance, and real-time processing systems that reduce costs and ensure regulatory accuracy.

Challenge

In FY24, Third Millennium set out to claim the Australian Government’s Research & Development Tax Incentive (RDTI). Their project, the Inzenius Award Interpretation Automation Tool, aimed to create a high-performance payroll engine capable of interpreting Australia’s highly complex award system in real time.

The technical challenge was formidable:

  • Australia’s industrial awards contain 30,000+ unique pay conditions that interact across shifts, locations, grades, and leave entitlements.
  • Existing payroll platforms struggled with multi-shift continuity, retroactive adjustments, and Fair Work compliance.
  • No proven system existed to dynamically ingest Fair Work Ombudsman updates and process thousands of conditional rates at scale.

Third Millennium needed expert support to frame these uncertainties as eligible R&D activities and prepare a compliant, persuasive application.

Approach

Mayne Capital, led by Peter Mayne, guided Third Millennium through the full AusIndustry and ATO process by:

  • Translating technical experimentation into a structured R&D hypothesis: proving that a scalable, rule-based payroll engine could handle 30,000+ conditional rules with >99.9% accuracy.
  • Mapping the project into core and supporting activities, including NLP-driven award parsing, stored procedure automation, and error detection routines.
  • Documenting systematic progression of work, from hypothesis through multi-phase testing (data ingestion, rules engine, integration, scalability, and audit validation).
  • Establishing measurable benchmarks such as accuracy (>99.9%), processing speed (1,000 employees <10 minutes), error reduction (>99.9%), and full compliance with audit standards.
  • Preparing the AusIndustry Application and the ATO RDTI Summary with detailed evidence of technical uncertainties, experiments, and results.

Outcome

  • Successful AusIndustry Registration of R&D activities for FY24.
  • ATO RDTI Summary accepted without issue, securing the company’s entitlement to claim R&D offsets.
  • Validation of a project that demonstrated breakthrough results:
    • Payroll accuracy exceeding 98% across complex award conditions.
    • Significant reductions in error rates and processing time.
    • Compliance frameworks validated by audit-ready logs and testing protocols.
